This web page may be using frames. This was done to integrate this web page with a separately maintained secure online ordering system. Since the external main portion of the site is not on a secure transaction server, Netscape and Internet Explorer default to the security settings of the least secure frame. This is why the padlock doesn't show up in the browser even though your order is in fact being processed on a secure server.
To prove this, after you enter the 'payment' area of your order, RIGHT-click in the ordering portion of the screen and select 'Properties'. You will see the following statement:
"Connection: TLS 1.0, AES with 128 bit encryption (High); RSA with 1024 bit exchange"
This indicates that this is a secure transaction using a Secure Socket Layer security and is encrypted using 128 bit encryption; non-secure web pages would display the text 'Non-encrypted' in this property window.
